(1) This Procedure outlines the requirements and processes for the maintenance of all required documentation relating to: (2) Standards for RTOs: Standard 1. (3) This Procedure applies to all program areas and teaching staff who deliver Vocational Education and Training (VET) programs at Victoria University, primarily within but not limited to Victoria University (VU) Polytechnic. (4) Refer to relevant definitions provided within the National Standards for Registered Training Organisations (RTOs) 2015 (Cth). (5) (6) Teacher – Synonymous with Trainer/Assessor. Teacher is the term used in employment contracts and position descriptions to describe a staff member employed in training and/or assessing roles. (7) Nil (8) Under the Standards for Registered Training Organisations (RTOs) 2015 (Cth), teachers must meet specific requirements relating to qualifications and competency prior to employment in a training and/or assessing role. These requirements are fully documented in Part D of this Procedure. In addition, the Standards require that teachers actively seek opportunities to build further skills and knowledge both as educators, and in their specialist vocational area. (9) Prior to the commencement of teaching, and as required by ASQA (clause 1.14-1.15), teaching staff must hold a: (10) Standard 1.17 – 1.20 allows for individuals to provide training under the supervision of a qualified trainer, providing they hold the Skill Set itemised in Part E of this Procedure. Teachers who are under supervision cannot determine assessment outcomes. Approval for teaching under supervision must be obtained in writing (email will suffice) from the relevant College Dean prior to appointment and stored in teachers’ P file. (11) P&C set up and securely store personnel files for all teachers employed by the University. For those delivering VET programs or teaching withing VU Polytechnic, as a dual professional, this includes certified copies of qualifications – vocational and educational; training and assessment competency and currency of the teacher upon commencement. Files must be maintained for: (12) Teachers are responsible for the initial set up and annual maintaining of their Teacher Electronic File information in VU Develop. Each file must contain: (13) Teachers must individually maintain the above forms electronically so that they can be updated as required. The documentation on the teacher file must be updated as follows: (14) The Standards for Registered Training Organisations (RTOs) 2015 (Cth), (clause 1.14-1.15) state that teaching staff delivering VET programs must hold a: (15) In addition to Part D, clause (14) above, ASQA clause 1.13 also requires that all training and assessment must be delivered by those who have: (16) Subject to Part E and Part F of this Procedure, as a condition of employment from 31 December 2019, VU Polytechnic requires all teachers, regardless of higher level qualifications, to hold the TAE40116 Certificate IV in Training and Assessment or the TAE40110 qualification plus regulator required upgrade units – TAEASS401, TAEASS403, TAELLN411 and TAEASS502 or successor qualifications. (17) Under the Standards for Registered Training Organisations (RTOs) 2015 (Cth), a VET teacher who does not hold the required training and assessment qualifications may work under the supervision of a qualified VET teacher if the requirements listed below are met. These requirements apply to the delivery of all training products except those from the TAE Training and Education Training Package (see Part F for requirements relating to the TAE training package). (18) The proposed supervised teacher must be formally supervised by an eligible teacher who has both the vocational competency and the required training and assessment qualifications as listed in Part D. (19) The supervising teacher is responsible and accountable for the quality and compliance of the training conducted. (20) The teacher being supervised must not conduct assessment. They may gather assessment evidence under an assessment process developed or approved by the supervising teacher, but may not make assessment judgements. (21) The teacher being supervised and the supervising teacher must meet / communicate regularly throughout the training period and records of these meetings / communications must be documented on the VU Polytechnic VET Teacher Supervision agreement. (22) At the conclusion of the training, the final version of the VU Polytechnic VET Teacher Supervision agreement must be printed and signed by both parties. This final copy must be placed on the supervised teacher’s file. (23) Teachers delivering the Certificate IV in Training and Assessment or any assessor skill set from the TAE Training Package are required to hold one of the following credentials, as listed in Schedule 1, item 7 of the Standards for Registered Training Organisations (RTOs) 2015 (Cth): (24) Victorian Certificate of Education (VCE) teachers are required to hold VIT registration: (25) Victorian Certificate of Applied Learning (VCAL) teachers are required to hold: (26) Teachers engaged in teaching English as an Additional Language (EAL) Framework courses must hold: (27) Those teaching in the Certificates in General Education for Adults framework must meet the following requirements: (28) 22302VIC Certificate I in Work Education, 22481VIC Certificate II in Work Education and 22301VIC Certificate I in Transition Education (and their successors) teachers must have: (29) NilVET Teacher Qualifications and Competency Procedure

1. Implement a systematic professional development program for teachers and assessors of VET programs.
2. Oversee the recruitment and appointment of teachers to ensure requisite qualifications, experience, currency and alignment of salary classifications with current Enterprise Agreement.
People and Culture (P&C) Business Partner
1. Ensure that position descriptions for VET teaching roles include accurate details of required qualifications.
Education Managers
2. Prior to job offer, undertake a minimum of two referee checks to confirm relevant industry experience, check qualifications against information from candidate’s resume and interview, certify teacher qualifications and/or Victorian Institute of Teaching (VIT) registration. Record certification on the “Recommendation to Appoint” form and forward to P&C for storage in personnel file (P file).
3. Refer all employment and qualification documentation to P&C for upload and filing in the central University P file. Where there are any concerns about the authenticity of qualifications and/or registration evidence, request confirmation from issuer of qualifications.
4. Ensure teachers within delivery programs meet the competency and currency requirements as specified in this Procedure and the Standards for Registered Training Organisations (RTOs) 2015 (Cth).
5. Facilitate professional development opportunities for teachers and assessors in knowledge and practice of vocational training learning and assessment, including competency-based assessment.
6. Ensure that all teachers in the delivery area update their records at least once annually and whenever there are additional qualifications gained or professional development completed.
People and Culture
1. Undertake a quality assurance check of intended candidate’s supplied certified qualifications, evidence of experience and vocational currency, alignment of proposed salary classification to current Enterprise Agreement prior to issuance of employment contract.
2. Prepare a P file for all teachers upon employment with the University.
3. Store certified copies of qualifications and associated employment documents for all teachers in the P file.
4. Assist with verification checks of qualifications and/or registrations when requested by Managers.
5. Produce monthly reports of trainers and assessors employed for VET programs at the University, in the format required by Department of Education and Training, and disseminate to Education Manager in VU Polytechnic.
Teachers (including ongoing or fixed-term, sessional or teaching contractors)
1. Update skills and knowledge as a trainer and/or assessor; as well as maintain currency and evidence of currency for identified areas.
2. Upon commencement with the University, update and maintain annually, the Teacher Electronic file in VU Develop (approved by VU Polytechnic). This requires the teacher to:
(a) supply a current CV;
(b) complete an annual Vocational Competency and Currency Map;
(c) show Education Manager and provide to P&C certified copies of both educational and vocational qualifications and transcripts;
(d) supply other evidence to support the entries on any of the forms listed in (a) and (b) above; including professional development undertaken or recently completed qualifications;
(e) update evidence of currency of skills and knowledge in training and assessment;

It is the teacher’s responsibility to maintain these records electronically. At each update, relevant supporting evidence must be uploaded to the relevant area in VU Develop.
Part D - General and Specific VET Teacher Requirements
Note: The units completed within the diploma or higher level qualification need to demonstrate the skills and knowledge required to train adults. An academic transcript, practicum report or certified statement of results for the qualification needs to be provided as evidence to demonstrate this. The qualification should be mapped and evidence documented within the Trainer Skills Matrix.
Part E - Teachers Working Under Supervision
Part F - Specialist Teaching Areas with Additional or Supplementary Qualifications or Experience Requirements
• TAE50111 Diploma of Vocational Education and Training;
• TAE50116 Diploma of Vocational Education and Training (or its successor);
• TAEA50211 Diploma of Training Design and Development;
• TAE50216 Diploma of Training Design and Development (or its successor);
• a higher level qualification in adult education.
or alternatively, a teacher can work under the supervision of a person that holds one of these credentials.
The requirements do not apply to delivery of TAE units of competency within qualifications or skill sets from other training packages or within accredited courses.
*The practicum (included in Clauses 26 (a) and 26 (b) above) must include a minimum of 22 days supervised teaching practice with at least 60 hours of class observation and classroom teaching in TESOL.In addition to the above, teachers must hold TAE40110 (and the additional units as listed in clause (15) of this Procedure) or TAE40116 Certificate IV in Training and Assessment or its successor and must also hold vocational competency and currency (as described in Part D of this Procedure) when delivering any units imported from a training package or accredited course.
